Push for Military Coverage of I.V.F. Faces Challenge in Congress

A proposal to expand the Defense Department’s health care plan to include in vitro fertilization is moving through Congress but could die behind closed doors, again.

Chandler, a military spouse, recently got pregnant through in vitro fertilization, but had to shoulder high out-of-pocket costs because it was not covered through the Defense Department’s insurance plan.

Senate Republican Blocks Bill to Protect I.V.F. Treatment

Republicans, many of whom have said they support access to the treatment, have argued that it should be left to states to ensure its legality after an Alabama court ruled that frozen embryos were children.

Senator Tammy Duckworth, Democrat of Illinois, effectively dared Republicans to oppose the measure, highlighting their past support for a bill that could restrict fertility treatments.
